Dato’ Sri Ir. Dr. Judin Abdul Karim is a highly distinguished Malaysian engineer and eminent corporate leader, widely recognised for his exceptional contributions to the nation’s construction, infrastructure, and industry development landscape. With over four decades of distinguished service, he brings a rare combination of technical excellence, policy insight and strategic leadership at the highest levels.

He holds a Bachelor of Science (Hons) in Civil Engineering from the University of Manchester Institute of Science and Technology, and advanced degrees comprising a Master of Science in Structural Engineering and a Doctor of Philosophy (Ph.D.) in Civil Engineering from the University of Southern California, reflecting a strong academic foundation underpinning his professional achievements.

Throughout his illustrious career, he has held pivotal leadership roles across both the public and private sectors. Notably, as Director-General of Jabatan Kerja Raya (JKR) Malaysia in 2007 and Chief Executive Officer of the Construction Industry Development Board (CIDB) Malaysia in 2011, he was instrumental in shaping national construction policies, strengthening institutional frameworks, and driving transformative initiatives that elevated industry standards in quality, productivity, safety and sustainability.

His distinguished standing is further reinforced by prestigious international recognitions, including the Fulbright Hayes Fellowship, Eisenhower Fellowship, and the British High Commissioner’s Chevening Scholarship.
